About me
Sibel Hughes started her career in Turkey, where she spent ten years teaching English Literature and English as a world language before she moved to the United States in 2001 and served as an ESL teacher, ELE department director and professional development provider in Arizona and Texas. Since joining DESE in 2013 Sibel has led several high-priority initiatives. Most prominently, Sibel was a leader of DESE’s work on the 2017 Language Opportunity for Our Kids (LOOK) Act, creating and revising ELE regulations, leading the LOOK Act Steering Committee, and updating or developing guidance documents and compliance criteria for successful implementation of the LOOK Act requirements. During her tenure as the EL Compliance Coordinator and later as Assistant Director of the Office of Language Acquisition, Sibel has focused on fostering educational equity for multilingual learners and centering student, family, and teacher voices in adopting policies pertaining the education and services for English learners.
